General information

The Timis Council performs the following main activities:

a) chooses, from all county councelors, 2 vicepresidents;

b) makes decisions regarding the founding or reorganisation of an institution, public service or commercial societies of county interest, as well as regarding the reorganisation of autonomous institutions of county interest, abiding by the law;

c) approves the rules of organisation and functioning of the county council, the organisation scheme, payroll, regulations regarding functioning and of the specialty apparatus, as well as those for institutions and public services of county interest and commercial societies and autonomius societies of county interest;

d) exercises, in the name of thecounty, all rights and obligations corresponding to participating obligations in commercial societies and autonomous institutions, abiding by the law;

e) starts, sanctions and calls for suspension and cease of employment relations or, if needed, work relations, abiding by the law, for all leaders of institutions and public services of county interest.

f) approves, when proposed by the president of the couny council, the budget of the county, paying credit loans, ways to utilise the budget reserve and the account to close the budget exercise;

g) approves, when proposed by the president of the couny council, contracting and/or guarantee of loans, as well as contracting public loans by emission of value titles in the name of the county, abiding by the law;

h) sets financial taxes and county taxes, abiding by the law;

i) adopts strategies, prognosis and programs for economic-social and nature development of the county, based on suggestions made from local councils; orders, approves and follows in cooperation with local, communal and town, public administration authorities which are interested, the necessary measures, including financial ones, for their realisation;

j) sets, based on the approval of local councils of administrative-territorial units concerned, projects to organise and arrange the county territory, as well as for general urbanistic development of the county and it component administrative-territorial units; follows their realisation in cooperation with the communal, town or city local public administration authorities concerned;

k) aproves tehcnical-economic documentation for investment projects of county interest, limited by and abiding by the law.

l) takes deciison regarding giving up for administration, concession or renting the county public property goods, depending on the case, as well as public services of county interest, abiding by the law;

m) takes decisons regarding sale, concession or renting the goods which are county private property hotărăşte vânzarea, depending on the case, abiding by the law;

n) grants, abiding by the law, titles for objects of county interest.

o) maintains, given its competences and abiding by the law, the necessary frame for providing public services of county interest regarding:

1. education;
2. child protection social services, people with disabilities, the elderly, family and other people or groups needing social support;
3. healthcare;
4. culture;
5. young people;
6. sports;
7. public order;
8. emergeny situations;
9. protection and reconditioning of nature;
10. conservation, restoration, valorification of historical and architectural monuments, parks, public gardens and natural reservations;
11. population register;
12. public bridges and roads;
13. public utility community services of county interest, as well as connection to the gas network;
14. other public services mentioned in legislation;

p) supports, abiding by the law, the activity of religious cults;

q) sends out approvals, permits and authorisations which the law entitles it to;

r) gives consultancy in specific areas, abiding by the law, to county administratrive-territorial units, when requested.

s) decides, abiding by the law, about cooperation or association with juridic persons from romania or abroad, including partners from the civil sector, in order to finance or implement together actions, projects, services or other projects oh county public interest;

t) decides, abiding by the law, regarding the twinning with administrative-territorial units from other countries;

u) decides, abiding by the law, regarding cooperation and association with other administrative-territorial units in the country or abroad, as well as becoming member of national and international associations for local public administration authorities, in order to promote joint
